"spectra is an artwork by Ryoji Idea, marking a moment of national commemoration on the 100th anniversay of the outbreak of the First World War.  First appearing as the culmination of LIGHTS OUT on 4 August 2014, spectra's monumental beams of light punctuate the London sky from dusk until dawn for seven nights from their source in Victoria Tower Gardens."
